Peppol invoicing in Belgium: what it actually costs at your volume
The advertised monthly price says nothing until you know your volume. Annual cost and cost per document for 5 Belgian vendors, plus the 465 applications on the FPS Finance official list.
The advertised monthly price tells you nothing until you know how many documents pass through you. Two questions are enough to make these offers comparable.
Count generously: with some vendors, a purchase invoice you receive and a till receipt count just as much as an invoice you send.

Why this comparator exists
Since 1 January 2026, Belgian VAT-registered businesses must exchange structured electronic invoices with each other. A PDF sent by email is no longer enough, and the three-month tolerance period has ended.
Complying means using software connected to the Peppol network. FPS Finance publishes the list, today 465 applications, as a spreadsheet, with no prices and no order. It explains why: it must remain neutral and cannot give commercial advice. Yet it also acknowledges that the list "can be daunting for business owners who do not yet use specific software and who currently produce invoices on paper or in an unstructured electronic format".
This tool does one thing: apply the filters the official file already contains. It does not rank, it does not score, and we have tested none of these applications.
Why two questions, and not a table
Because these vendors do not count the same thing. Billit bills per document, and a document is "every invoice, credit note or receipt sent or received". Dexxter bills by VAT status, with no relation to your volume. Accountable has a free tier. Three incompatible units of account, which any table of monthly prices lines up as though they were equivalent.
That is also why the question asks about documents sent and received, not about the invoices you issue. The self-employed person thinks "I send three invoices", while their vendor's meter adds the purchase invoices and the receipts. Nobody tells them before they choose.
The figure nobody publishes
At Billit, the 25-document tier comes to EUR 82.80 a year, the 500-document tier to EUR 275.04. Per document, that is EUR 0.28 in the first case and EUR 0.05 in the second: the advertised price is the same for everyone, the price actually paid varies sixfold.
And crossing a tier is expensive. At 500 documents a month you pay EUR 275.04 a year; at the 501st, EUR 2,750.40. One document more, ten times the bill. It is verifiable on their pricing page, and it is invisible before you subscribe.
What about the full official list?
It has its own page. The 465 compliant applications published by FPS Finance are searchable there, filterable by capability and language, to answer a different question: is the software you already use connected to the Peppol network?
The two pages are separate because they are two different moments: first you check whether you can keep what you have, then you compare costs. The list also weighs six times as much as this calculator, and there was no reason to impose it on someone who came for a price.
Frequently asked questions
Why does the administration not publish prices?
FPS Finance explains it itself: adding prices to the list is "not practical because this information changes frequently and the features of the various software applications can vary considerably". It adds that, as an administration, it must "remain neutral" and cannot give commercial advice. We do not publish them either until we have checked each one at the source, as we do everywhere else on this site.
Am I required to use one of these applications?
If you are a Belgian business with an active VAT number invoicing other Belgian taxable persons, yes, since 1 January 2026. The obligation applies even under the small business exemption scheme, so below €25,000 of annual turnover. A few limited exceptions exist: bankrupt taxable persons, businesses carrying out only operations exempt under article 44 of the VAT Code, taxable persons not established in Belgium without a permanent establishment, and flat-rate taxable persons until 1 January 2028 at the latest.
What are the exceptions?
They are limited, and they differ depending on whether you are sending or receiving. Not required to SEND structured invoices: bankrupt taxable persons; businesses carrying out only operations exempt under article 44 of the VAT Code; taxable persons not established in Belgium without a permanent establishment, even if registered for VAT here; flat-rate taxable persons, until 1 January 2028 at the latest. Not required to RECEIVE them: businesses carrying out only article 44 exempt operations, and taxable persons not established in Belgium without a permanent establishment. Outside these cases, the obligation applies.
I only invoice private customers, does this concern me?
For sending, no: invoices to private customers are not covered by the obligation. For receiving, yes: you must be able to receive structured electronic invoices from your suppliers. This is the case most often misunderstood.
What is the difference between sending, receiving and processing?
Sending and receiving are the two legal obligations: pushing a structured invoice onto the Peppol network, and being able to receive one. Processing goes further, feeding the received invoice straight into your accounts. The law does not require it, but it is what saves time, and it explains much of the price difference between solutions.
